The test development committee is comprised of subject matter experts from a variety of disciplines. The committee met regularly beginning in February 2005 at the University of Chicago Harris Graduate School of Public Policy Studies. Test questions were written by the committee who then reviewed, revised and approved items for the test. The test development committee is also responsible for generating the task list, content guidelines and the test plan. Additional input was received from external item writers and reviewers, but the test development committee holds the final approval over test content and certification requirements. Test development is an ongoing process and the committee will continue to meet on a regular basis.
